What it did was add a kind of motion blur to the game, and made the world feel epic as cars swerve about and heir headlights leave trails etc. I only recently decided to play through vice city again, and don't have a PS2 anymore, however, i'm wondering if this was ever an option on the PC (maybe an earlier version?).

This is strange. R1 should auto-aim. In VC PS2 you can only manual aim with the assault rifle, sniper rifle and rocket launcher. You can only adjust aim on the latter two, and even then, Square is zoom in and X is zoom out.
